On March 25, 2009, engineering consultants Kimball and Associates presented at The Governor's Conference on Homeland Security and Emergency Management, as part of the SSMG's session on WISCOM Bill Waugaman gave a Powerpoint presentation on the WISCOM's progress and the (see below) three-phase plan that Kimball has implemented.
